Joanne was born in New York but spent her childhood living in Montreal and Toronto, Canada, returning to the United States in time to graduate from high school and attend college. She earned a Bachelor of Science degree in Biology/Physical Education from Springfield College, a BS from New York University in Prosthetics and Orthotics, and a Master degree in Occupational Biomechanics from NYU.
A Certified Orthotist-Prosthetist, she practiced in Ohio where she co-owned two businesses with her husband Dan. Together they have two sons, who also are in medical fields as a prosthetist and a physician.
Upon retiring, Joanne and Dan moved to Fort Myers Beach full time in 2004, and Joanne has since been active in community service. Serving first as Vice-Chair and Chair of the Marine Resources Task Force (MRTF), in 2008 she was appointed to the LPA where she has served as its Chair and Vice-Chair for eight years. She additionally served for those eight years as a member and Chair of the Historic Preservation Board and Historic Advisory Committee. As an artist she is active in the Fort Myers Beach Art Association.
On December 5, 2016 Joanne was appointed by Town Council to fill the vacancy on left by the resignation of elected member Summer Stockton.
